Tilbury Cove (NSW 402S) is a curving 460m long, north-facing beach, located between the 50m long section of protruding rocks that separate it from Culburra Beach, and the lee of 1.5m high Penguin Head. The sheltered beach usually receives low waves and has a continuous low tide terrace and is patrolled during the summer school holidays. It is backed by a bluff top car park with amenities, and in the very eastern corner against the rocks is a locked track, which leads to a boat ramp used by the local fishermen.

Swimming

Both Crookhaven and Warrain beaches are rip-dominated, so stay in the patrolled areas. Tilbury Cove is usually quieter and patrolled in summer.

Surfing

There are numerous accessible beach breaks right along Culburra Beach; Tilbury offers some protected beach breaks in bigger south swell, with a right break also out on Penguin Point also working in larger swell. On Warrain the northern reefs are the most accessible and popular.

Fishing

The wide, flat rocks round both Crookhaven and Penguin heads are readily accessible and popular spots, with Crookhaven also giving access to the river moth, while there are some good rock gullies out on Penguin. The beach offers the best rip holes toward the north end, with the boat ramp in the southern corner.
